Edward S. Philbrick was a member of the American Society of Civil Engineers (ASCE) and one of the members sent to investigate the bridge collapse in Ashtabula, OH. It was Philbrick who famously stated during the proceedings of the investigation, “It was a miracle the bridge stood as long as it did!”
